Nice discussion is going on regarding improving PR:
Page rank shows the authority of page and each page has its own page rank and it depends on the popularity and authority of that page. From the point of view of SEO you just need to create back link form High PR domains and thus you can improve the page rank. One more thing is that back link should be relevant.

If you want to improve PR of your website then you need to get more quality back links. You should submit your website on high PR websites.

Backlinks should always be relevant, but beware if anchor texting keywords excessively. Seriously, this High PR link hunt is a bit much now though. If you only target high PR sites, Google's going to realize that you are up to something and then your site is toast. This we all know, but it seems to be the first thing mentioned when it comes to giving advice. Makes me think a little

The way I see things - Just my opinion, not attacking anyone's methods

Content - Needs to be high quality, not spun, or with bolding all over the place (especially around keywords), it not only makes people run from your site like a bat out of h***, it makes you, as a marketer and company owner look shady. No one does business with someone with a site that looks shady. make your content stand out and grab a visitors attention. Make a statement, and be prepared to back it up with carefully researched facts. Don't overload content with links either (refer to shady reference previously), its a real bummer to sit staring at what someone's written and its just one sentence of links after another. Its another sure fire way to kill a website.

Site design - I personally distrust squeeze pages. All the brightly colored buy now- this changed my life, add your email here and find out what the big secret is.... Dude, I'm 36 years old. I might be blessed with a hyperactive curiosity, but even that shows me that all you want is my email address so you can send me mail after mail that I will most likely waste time deleting. Make your site user friendly, easy to navigate and geared around your product and visitor. Show them what you're selling, don't force it on them. Using a lot of strategically placed photographs/images work like a charm. Like photos of people looking off to one direction - either your sales pitch, or a button of your choice. Using visual guides can be a great way to get your site visited regularly, and keeping visitors on your site. Videos are also another great tool, above and beyond social networking. I've seen sites listed on the fist page of Google, but its their facebook page. 'Tis powerful.

SEO: I've griped about this enough. Keep it simple and natural. Yes, you need links on high PR sites that are relevant to your site, but there are a few up and coming sites (like a few social networks I know of) that would benefit you more than spamming high PR site after High PR site, trying to get a link in edgewise. Link selling/buying can actually work for you if you follow Google's guidelines. There are so many other ways your site content alone can get a page ranked higher. Your text for instance. When your site is indexed, Google basically reads what your site is about (from the content as well as meta details), and then you could end up ranking for just about any word on your site. Depending on how many people search for those words in a month globally.

Learn about the Google updates, and how to steer clear of them when they are let loose. Keep your site and link building on the straight and narrow and focus on your clients and prospective clients. Works better than any netherworld SEO tactics I've heard about.

Well, according to my personal experiences, you should rather go for anchor text and make your content compelling. This is how you can achieve high PR, as did we.

Its the chicken and the egg thingy really, i think you need both high PR and quality content with out either your stuffed

I wouldn't worry to much about PR anymore. Google wants to build a web of relevance. You can have a brand new website with PR0 that has great content and information to offer. Linking to this site, providing there is a direct relationship with your web content, wouldn't be a bad thing.

Relevance is going to be more important as Google fine tunes it's search engine, which makes PR less of an issue.

I agree there is no need to keep spewing out lots of backlinks. You only need good necessary links to create a good PR. Be consistent, if you are using links through forums and blogging then make sure you check up and respond to messages and interact. A good way to ensure a good PR is by making sure your website is relevant, check all the information on it, is it current? Keep updating it with information and images, using good quality keywords. Google adwords is a great way to find out what people are looking for when searching the internet and you can go from there!

The other thing that’s very important to PR and authority in a website is nofollow back links, you should have a minimum of 25% no follow backlinks But 50/50 is my recommendation.

I've also recently started using google trends. You can minimize the search so it is relevant to your area of work, you can see what is popular and focus your site around that. Find what people want to know about and try provide them with that information!

Having some no follow backlinks is definitely a good strategy, as it shows a more genuine linking style.

But first time I've heard a percentage banded about. Have you been told this by an SEO person, read it, or is from personal experience?

Be interesting to see if there is an agreed nofollow percentage.
