well headsocial, launching your website to promote your business is really a good idea as it will charge a little investment to you. In the long run you will definitely enjoy its positive results.
I would say go with it.

Get connected with the local Children's centre if there is one, very good place to network with professionals who help people find places. Also is she accredited to take funded places for 3 year olds? She can do a course to do this if she is NVQ 3 or above.
Also check out the local competition...are they all full with waiting lists or not? Demand might not be there. If it is then think about unique selling point, offer something special, do a website and go for it. Easier said than done I know.

Shes been doing it for 11 year without a website still?

She must of been doing ok then, perhaps online is definately the way, try targeting facebook for more clients, every home mums on that now.

What I suggest is, there are many options to promote your mum's business-

- contact with your old clients and ask about their friends, relatives from near area.
- put paper posters in the nearest supermarkets at weekends or vacation time so that many people can go through it.

You can use the FB too. It is a convincing option but creating a website for local business based on small children is not a working idea from my point of view, because rather than a website this work is relying on trust.

This is my thinking. You can choose what suits you.

Really it is good idea of boosting the business. These days people search the services first on internet then contact the person for service. You can put different kind of program on website which act as advertisement on internet. It seems a good idea...

Getting in touch with her "competitors"and agreeing a "scratch my back and I'll scratch yours" relationship might help .

Childcare businesses (where the staffing ratios are tightly regulated) often have to turn away enquirers who come along at a time when they're already operating at maximum capacity. You irritate enquirers a lot less if you can find them an acceptable substitute supplier.

Yes why not.. Isn't it nice to display her love for kids. You can actually put up the way she works, the way it has been going on for 11 years. I'm sure there are going to be so many good things to mention.
You can upload some pictures and you should definitely attack Facebook for this Make a group, share it with your friends and family and let then forward it to everyone.
This way she is get to use the net in a nice manner, it will be interactive for her and again she will get attention.
