You can go with Nokia Lumia with windows phone 8 OS. It's a great phone and windows 8 works really nice with the phone. Don't go with Samsung phone, as it has various issues with windows 8. Currently Samsung has deliver AVI with windows 8, but it was several issues. I don't know about HTC.
But if truly want to buy window 8 phone with then you must go with Nokia phone.
