I'm quite sure that my account is active and I get the reason after I read the google help center.

As Alan said, pages can only add people who already follow that page - people must first add the page to their circles before the page can add them.

Thanks for you reply. I get error message just because the business page can't add other people in circle unless others add the page to their circles.

When I try to add people my page circle, there is an error shows to me.

"You can't add one or more of these people or pages to your circles"

Is anyone able to tell me why this might be or how I can solve the problem?

The highlight image is not mention. Looking forward to reading more useful tips.

It is inevitable, unless each comment displays the IP of user.
