So I should speak to Council not the CAB?

Only you can decide that one Lina. CAB are an independent advice charity, the Council are, well the Council!

Who exactly in Council? What department?

Here is the reply from Council Business Rates Dept:

To answer my question what are business rates and what is the MK dept...

“being rated for Business Rates” is where the property is considered as being used for business purposes and a value is attached to it by Valuation Office. The value is the commercial version of a Council Tax band.

“Milton Keynes Business Rates department” is the section of Milton Keynes Council that collects Business Rates for the government.

"I believe that the salon should be considered as used for business purposes so you would have to pay Business Rates on it. I will inform the Valuation Office who will make the final decision. They would also decide on the Rateable Value. If this is below

Your accountant should of made you aware that this was going to happen and suggested that you pay some thing from the business for using your own property.

ie: who pays for the electricity for the salon?

Long and short your running a business from home and for that you have to pay rates, your competitors who have shops etc pay so why should you not?
