Might the Patents Office be able to put you in touch with someone useful? Or alternatively try an organisation publishing books, music of film - they have to deal with issues like this all the time. I have a feeling copyright runs out at a certain stage (eg 50 years?). Maybe copyright wouldn't apply to some of the older stuff you'd like to use? Churches, synagogues, mosques etc have to use at least a (high) set percentage of their income and resources (capital, buildings and so on) to serve whatever purposes they were set up for.
