In the Middle of last year I paid to get some PSD Files I made converted while I was away.
Its not April nearly a year later and I still dont have the files.
I am not sure what I can do?

You're a very patient man! What are you trying to convert them to and I'll see if I can help? 
Any contract or emails etc. that state what you were paying the money for? If so, send him a note saying that you require either your files or a refund with 7 days. You need to be firm with him now otherwise he will just take the pee. Credit-Manager.Net
