Pay by results is the way I have always operated for my clients SEO
But with a twist .. I always make sure that I can reverse the work I have done in case I get a client that is reluctant to pay my fees.
I usually work with local businesses for local markets and so far I have not had to reverse SEO.
I do see the reasoning for getting paid up front because once you get a website ranking well the work is done and there is room for pecuniary advantage which can lead to costly legal action which no one really wants.
I mainly only do SEO for my own sites now as the work can get very involved and time consuming.
