When sites with a low PR value (eg 0!) use your articles and text link back, does this still improve your Google page rankings plse?

I've been sending my articles out to ezinearticles and goarticles and they have been picked up - but sadly not so far by high PR sites

Directly, no. Not at the moment, anyway. Those pages at Ezine will rise in ranking over time, however, so there might be some boost from that. For the low pr sites that pick up your articles, those will hopefully gain pr too gradually. At any rate, those pr 0 links are still good because those will show that you have diverse sources (different class c ip addresses, different page ranks, etc.) of incoming links to your site.

Also, (as I've been learning recently) it's not just about PR. This is a good indicator, but not the whole story.

As Daniel says, you will show a good diverse linking structure, but also any domain that links to you that has a good Domain Authority, then some of this will be passed back to you, regardless of any PR.

as Daniel said if google considers the content good enough google will increase its PR but this could take time for google to find and evaluate it

The question is have those links brought you any traffic?
If you get the link from Ezinearticles, then you may get some link juice from main Homepage which is PR6 but not as much juice as a actual PR6 would give.
