I'd say necessary no, but it's going to help once you are listed, and not just with your google listing.

Good things for local seo are
showing your full location on maps.
and having your address on the site

No. Don't wait. The sooner your business is listed the quicker you're going to be visible. It helps if your site has some authority, but don't wait for it if your site is new.
