Why sellers sell stuff at x9.9?

For a long time, i have been thinking about why sellers sell stuff at $x9 or $x9.9? we may discuss about this? Is it a marketing strategy? if so, why they sell at $x9 or $x9.9? Why dont they sell at a whole number? i really can not figure it out even i exchanged my ideas with my classmates, colleagues.
