I worked for a company once that wanted a liveried black cab. They wanted to gain brand recognition, but one cab was all they could afford and it was nowhere near enough to do that. They still went ahead though, despite advice from the ad agency that it wouldn't achieve what they wanted.
I think if you have a very local client base, and you're driving within that area most days, then it can be a very effective form of advertising, as long as the message can be conveyed easily about what you do and how to contact you.
