In the case of getting likes I think its a risky game, because even though your likes come up, if there not targeted, then how will you be able to use them to your advantage?
I would rather have 25 unique targeted likes, rather than 400 random likes because it will not benefit me at all
It seems like the bottom line is you should hire an expert if your business is up and running and your time is worth more than hours needed to do the SEO yourself. I've spent alot of time on my sites and gotten good results, but I'll probably hire an expert to work on it eventually.
Like anything its subjective. If you have a lot of time on your hands and some knowledge of SEO then its well worth a try doing it yourself. This can be hit and miss, requires a lot of time in terms of researching keywords, links farms and other technical things.
Basics mentioned such as updating twitter feeds, LinkedIn can easily down yourself. I don't think it is necessary to pay someone(or company) to do such task unless its included in a package where they're doing a number of other link building, social networking activities for you.
I see more of a argument for hire someone to do you SEO especially if you have checked them out properly, gotten testimonials and personal recommondations of there success on a campaign.
This all being said there are a lot of so called Social Media Experts, basically perople who think just because they use twitter and other sites all they that they can class themselves as some sort of experts. You should be able to show how you've added value and encourage if you are a Social Media Expert not just a few more followers. If you can show that then yes its work hiring one.
...I agree with Steve on this one..I am not sure if social media works with every type of business. Secondly, it can be quite time consuming, so similar to hiring an accountant, I would consider outsourcing it to someone who is good at it. If you are big enough then obviously consider hiring someone full time if you believe you'll get return on investment.
