It's no different to everything that's been before, it will always be exploited, but as with other shortcut marketing, and as the Panda updates have shown, anyone who takes shortcuts runs the risk of getting punished later on.

Personally I'd steer clear of any ropey looking paid services.

Now of course if you have some great content worthy of a Plus one, I'm sure I could find some equally worthy content you would fill compelled to Plus one in return

I think that when the Google + goes global to the public it will have changed.

I'm probably wrong but to me at the moment it seems that people using Goggle + at the moment see the benefits of it, while its being tested. People not using it might not get the full effect.
Let's say someone wants to Stop Smoking so they Google Search Stop Smoking then my Website details might pop up and any people in that persons 'Google Cirlces' that have +1'd my company, it will say Bob +1'd this company etc.
I think it will change when Google introduces the business or trade elements to the Google + system, it might be that people +'ing build up their own reputation as Google +'ers...

Some of the benefits for Google +1 are that you can divide your friends into different groups so everyone doesn't see everything you post which is really cool.

This way you can send your beer drinking buddies a message and your son and daughter won't see it. Pretty good feature.

So many things you want to say are only meant for a few and not everyone, which is why i hardly even post anything on Facebook. You have to keep everything so G rated so you don't get accosted by the masses. Facebook almost takes the social fun part out of social networking.
